Setting Up new service

The City of Decatur provides water, sewer, curbside service for household trash, brush pick up, bagged leaves pick up and recycling for residents within the city limits only. County road addresses are not within the boundaries of the city limits and are not serviced by the city.  If your residence is outside the city limits, you will need to contact service providers responsible for community trash and/or water service in your area. 

New Service:  Apply in person at Decatur City Hall between the hours of 8:00 a.m. to 3:00 p.m. Monday thru Friday. Printable Applications for Service are available online and can be emailed to utilities@decaturtx.org

When requesting new service all applicants are required to provide the following: 

  • Residential Services: 
    • Completed Service Application which includes:
      • Legal names of all parties financially responsible for the account 
      • Date of birth  
      • Driver’s License or state issued ID or a valid passport  
      • Telephone number (home, cell, work)  
      • Mailing address if different from service address
    • Renters must provide the following:
      • Lease/Rental Agreement
    • Homeowners must provide one the following:
      • Closing documents, tax records, mortgage contract, other proof of ownership
    • Service Deposit:
      • $100.00  ¾” Meter 
      • $150.00 1” Meter
  • Commercial Service:
    • Completed Service Application which includes: 
      • Legal names of all parties financially responsible for the account  
      • Date of birth  Driver’s License or state issued ID or a valid passport  
      • Telephone number (home, cell, work)  
      • Mailing address if different from service address 
    • Renters must provide the following:
      • Lease/Rental Agreement
    • Property Owners must provide one the following:
      • Closing documents, tax records, mortgage contract, other proof of ownership/tax ID
    • Service Deposit:
      • $100.00  ¾” Meter 
      • $150.00 1” Meter
    • Commercial accounts must contact Waste Connections of Texas to establish trash service for their location at  877.592.5030.

Important Note

You do not have to be present when the water is connected; however, make sure that all faucets or water-related appliances on the property are completely turned to the off position. Our service techs will verify the meter when turning the water on. If the meter shows any sign of active consumption, they will leave the water off. If your water was left off due to “water running inside”, you will need to call Utility Billing customer service when you are able to be at the location or once you have shut off the open faucet(s).
